Wayne Enterprises Introduces Its Revolution™ Software

Wayne Enterprises is proud to release for publication its Revolution™ database software.  This software is designed for law enforcement and has been in existence since 1990.  Wayne Enterprises has sold this software to agencies as far as Indiana, but has only recently made its existence public.  The Revolution™ software assists law enforcement in documenting, tracking, controlling and publishing crimes and other duties within the department.  One of the best features to the software is that Wayne Enterprises incorporates the department's original report forms into the program for printed reports.  Agencies need not change their current report format.  The Revolution™ software currently has eleven major functions.

Report Writing:  The Revolution software uses a graphical user interface to allow officers to quickly input their reports while remaining in the field.  The reports can be electronically sent to the department via their on-board mobile computers.  Supervisors can review and approve the reports immediately or send the report electronically back to the officer for corrections.

Stolen Property:  Most agencies currently search for stolen property by serial number only.  The Revolution allows officers to search on serial numbers, make, model, or description to determine if an item is reported as stolen.  This allows officers making field contacts to quickly check suspected stolen items against items reported as stolen.  If officers find a matching item in the database, they can use descriptive information such as an identifying mark to determine if the items are the same.

Evidence:  The tracking and controlling of evidence has never been simpler!  Officers complete an electronic property card and place their evidence inside a temporary evidence locker.  The Evidence Officer prints out the bar code labels for the items booked the past day and places the bar codes labels on the items.  The Evidence Officer then relocates the items to its permanent storage location, scans the bar code of the location, scans the bar code of the item and downloads the information into the Revolution database.  The Revolution™ software automatically updates the location of each item in the database.

Using the bar code system, the evidence clerk can inventory the property room to make sure every item is accounted for.  It can also be used to check-in and check-out evidence for investigative and court purposes.

Date standards can be set to inform the Evidence Officer when property can be destroyed or released.

Booking:  In most departments, the report writing and booking process are separated.  This causes officers to duplicate information to complete both tasks.  The Revolution™ allows officers to enter booking information while creating the report and without duplication.

Method of Operation:  Each time a report is written, a detailed Method of Operation (M.O.) for the crime is created.  With this information, officers can search for crimes and M.O.'s that are similar and use matching records to find possible suspects.

Records Management:  For law enforcement, this is the process of tracking, comparing, and correlating its data to monitor criminal history, criminal analysis, address history, vehicle history, and criminal associates.  The Revolution™ provides complex searching tools to simplify this process.  Wayne Enterprises modifies its software to add additional searches based on the agencies requirements.

Routing:  Reports are electronically routed to divisions within the agency and the Districts Attorney's office.  This feature drastically reduces the use of paper and labor.

Photo Line-ups:  All arrest photos are entered into the Revolution™ database.  These photos can be accessed by officers in the field when conducting field interviews.  They can also be used to create photo line-ups.  Officers simply input the physical description of their suspect and a list is developed of similar matches.  Matches can be dragged and dropped to create to desired line-up.  Photo line-ups take a matter of minutes rather than hours under most current setups.

Citations:  The Revolution™ aides in the tracking, court processing, and statistical analysis of department citations.  Form letters that are commonly associated with citations for court purposes can be easily created with a click of the mouse.  The form letter is then saved and permanently attached to the citation record.

Detailed statistical reports can be created by agencies to determine an assortment of information.  Reports can be generated by race, sex, location, violation, officer, and dates.

Pawn Shop Tracker:  The Revolution™ assists investigators in tracking pawned stolen property and the individuals pawning the stolen property.  Pawned property from local pawn shops can be uploaded into the database and cross referenced against reported stolen property.  Investigators can easily place suspected stolen items on hold by printing a pre-formatted letter to the pawn shop containing the item.  The item can then be further investigated to determine if the item is in fact stolen.

Persons whom pawn stolen items can be flagged in the database to track further transactions at any other pawn shops.  The investigator can then quickly identify other stolen items whether reported or not.

Form letter templates can easily be created to simply the documentation process of investigating pawned stolen property.

Code Reference:  All State and Local codes can be entered into the Revolution™ database for quick and easy reference.  Codes sections can be found by full and partial context searching.

Wayne Enterprises Secures An Alliance With The Videx Corporation

Wayne Enterprises, a leading developer of law enforcement software, recently secured an alliance with the Videx Corporation to provide durable bar code products for law enforcement.  Wayne Enterprises sought this alliance due to Videx's commitment in providing  superior products and excellent service.

Wayne Enterprises is using bar code readers and symbology to compliment its evidence portion of the Revolution software.  Officers complete an electronic property card which assigns a bar code symbol to each evidence item.  The officer then places the evidence item inside a temporary storage area.  The evidence clerk prints the bar code labels each day and attaches the labels to the newly booked items.  The evidence is then moved to its permanent storage area where the bar code of the new location and item is scanned with a bar code reader.  The data contained in the bar code reader is downloaded into the Revolution database and all new locations for the evidence items are automatically updated by the software.

Bar code readers make inventories of an evidence room a snap!  The average size evidence room can take approximately eight hours to inventory.  With a bar code reader, an inventory for an average size department takes approximately one hour.  An Evidence clerks simply uses the Videx reader to scan a location then scan all items contained in that location.  When the information is downloaded into the database, a report is generated indicating what items are missing, incorrectly marked, and checked-out of the property room.

Brian Germann, a representative of Wayne Enterprises, states "For years, retailers have been using bar code products for accurate inventorying and product tracking within their organizations.  It makes perfect sense that law enforcement can utilize the same technology to track and control evidence within their agencies."

Letters from our clients:

Det. McCoy Wrote:

"I must tell you what your software means to me.

I was the first officer on our police department to use a laptop computer to
write the narrative portion of our reports in 1990.  The department frowned
upon this new idea for about four years while I struggled to find the right
word processing program that would give the most acceptable look while
maintaining the identical structure of the narrative report page.

Then in 1994 I found out about your company and tried a copy of REVOLUTION.
Well you named it right that's for sure.  The first report I generated was
done in record time, while sitting behind the wheel of my patrol car, out on
the beat.  Not only was the narrative acceptable, but the entire report
layout from face page to arrest/suspect page was identical to our pre printed
report forms.  The REVOLUTION had begun !

I have taken REVOLUTION with me into the K-9 Corps and through the Detectives
bureau finding the Arrest Photo Lineup program and Pawn Shop program
particularly valuable in my work.  I look foreward to taking it back to
patrol again when the time comes.  REVOLUTION has grown over the years, and
you should be proud of the product you provide.  Most companies I deal with
that supply other types of law enforcement software make updates that just
fix bugs and other common problems.  REVOLUTION updates their program, adding
features and valuable additions to the entire package.  The customer service
and technical support is superior.  I look forward to my continuing
relationship with REVOLUTION and will recommend your program to everyone I
see."
